College Departments

The Department of Education and Training (DET)
The Department of Education and Training (DET) is the central department of the college which oversees all activities related to education and training. The main functions of the DET are to:

  1. Advise student’s enrolment by setting mechanisms and procedures;
  2. Plan and coordinate the departmental implementation programmes;
  3. Undertake overall coordination of education and training operations;
  4. Coordinate acquisition and supply of training materials and training facilities;
  5. Coordinate and prepare departmental reports;
  6. Maintain students’ awareness and welfare through guidance and counselling; and
  7. Prepare monthly, quarterly/annual progress reports.
  8. Led project administration processes, set plan and coordinate education and training operations.
  9. Ensuring the availability of curricula documents, instructional/pedagogical plans for maintaining quality and smooth implementations of college goals.
  10. Coordinate the acquisition and supply of training materials and facilities.
  11. Ensuring timely and promptly ordering of appropriate and sufficient materials and facilities as per approved budget.

The Department of Human Resource and Administration (DHRA)
The main functions of DHRA are to:

  1. Advise on all matters pertaining to the administration of human resource management;
  2. Interprets and implements human resource policies, rules, and regulations of the Authority;
  3. Supervise the implementation of policies and procedures;
  4. Conducts regular human resource planning and inventory;
  5. Coordinate preparation of long and short-term human resource training programs;
  6. Implement policies for the maintenance of good industrial relations;
  7. Conduct regular salary and customer satisfaction surveys in order to ensure that the Authority remains competitive in the labor market;
  8. Conduct periodic employees performance and salary reviews;
  9. Prepare, coordinate, and consolidates human resource projections, annual work plans and budgets;
  10. Assist in the preparation of quarterly, mid-year and annual progress reports;
  11. Assist in organizing, directing, staffing, compensation, staff development and employees relations matters in accordance with the approved policies;
  12. Assist in planning, directing, and coordinating all activities in the Human Resources and Administration
  13. Assist in planning for staff development,
  14. Review and monitor all staff information including employment records and salary adjustments for incorporation in the payroll on monthly basis;
  15. Ensure compliance with regulations and human resource policy with regard to human resources and administrative matters;
  16. Coordinate the preparation of salaries and wages to employees through prompt processing of payroll and timely effect payments in a view to compensate service rendered; and
  17. Coordinate and monitor issues related to occupational health and safety.

The Department of Finance
The main functions of the Finance Department are to:

  1. Receive, bank, and direct proper use of all monies paid to the Authority;
  2. Participate in the preparation of financial statements of income and expenditure
  3. Control capital and recurrent expenditure;
  4. Liaise with Human Resources to prepare and answer timely payment of salaries and emoluments;
  5. Maintain financial information on revenue and expenditure;
  6. Administer Authority funds, investments, and insurance;
  7. Maintain up-to-date and transparent Management information system on all accounts at all levels;
  8. Ensure all properties and assets of the Authority;
  9. Prepare periodical reports on incomes, expenditure,s and transactions;
  10. Supervise staff and other functions in the division;
  11. Interpret financial regulations; and
  12. Assist in coordinating the accounting services.

Procurement and Logistics Unit (HPLU)
The main functions of HPLU are to:

  1. Manage all procurement and disposal by tender activities of the institution except adjudication and award of the contract;
  2. Serving as Secretary to the Tender Board;
  3. Implement the decisions of the Tender Board;
  4. Liaise directly with the Authority (PPRA) on the matter within its jurisdictions;
  5. Prepare annual general procurement plans for the institute;
  6. Prepare statements of requirements;
  7. Prepare tender documents;
  8. Issue approved tender documents;
  9. Maintain archive records of procurement and disposal process;
  10. Maintain a list of all awarded contracts;
  11. Prepare procurement reports;
  12. Participate in reviewing policies pertaining to procurement and logistics management;
  13. Advise the management on all issues pertaining to the procurement and disposal of public assets;
  14. Co-ordinate the procurement and disposal activities of all departments of the institute;
  15. Conduct market research/price survey;
  16. Execute and plan efficient procurement and supplies management system;
  17. Perform any duty assigned by Director General through directives/orders.
